A curfew pushed back two hours

The Detroit City Council voted Tuesday to move the teen curfew earlier for this year's Ford Fireworks show. The vote was 6-2. The new curfew starts at 8 p.m. on Monday, June 22, instead of the usual 10 p.m. It applies to unaccompanied minors under age 18. It ends at 6 a.m. the next day.

Council members Mary Waters and Denzel McCampbell voted against the measure. Council member Gabriela Santiago-Romero was absent.

The fireworks are the 68th annual event. Hundreds of thousands of people typically attend along the downtown riverfront.

The violence behind the vote

The curfew debate this year was driven by a new concern. Officials pointed to social media trends called "teen takeovers" that have brought large groups of juveniles into downtown Detroit. These gatherings have led to vandalism, fights, and one shooting so far this year.

On May 17, Tavuan Clark, a 14-year-old, was shot in the chest during a teen takeover near Farmer Street and Grand River Avenue. Police said an argument over an electric scooter escalated into a fight between two groups. Gunfire erupted.

"I just know I couldn't breathe and I had to drop down," Tavuan Clark said. "It took me about a minute to realize I had been shot."

Clark was rushed to Children's Hospital of Michigan in critical condition. Doctors said the bullet missed his heart by a few centimeters. A portion of his lung had to be removed. He is now recovering at home.

"He got shot a quarter of an inch away from his heart," his mother Tracey Clark told reporters. "He may not have been here if he had turned the wrong way."

A 17-year-old, Ramon Javon Perez Smith, was charged as an adult in connection with the shooting. The Wayne County Prosecutor's Office filed charges including Assault with Intent to Murder and Carrying a Concealed Weapon. His bond was set at $500,000. A second suspect, a 16-year-old, faces juvenile charges.

Council members clash over effectiveness

Some council members argued the curfew is a necessary signal against rising violence.

"I think what happened downtown with that 14-year-old that got shot and nearly lost his life, we can't have that," Council member Coleman Young II said. "We have to have a very strong symbol that we're not going to tolerate that."

Others questioned whether the curfew actually works.

"The question before the council is, is this effective?" Council member Denzel McCampbell said. "In my view, it is not because the data shows us that."

McCampbell pointed out that a 17-year-old was shot during last year's fireworks despite the curfew being in place.

Police data showed that 156 juveniles were cited for violating the fireworks curfew in 2025. Detroit Police 1st Assistant Chief Franklin Hayes told the council that juvenile curfew violations are rising. He said there is social media chatter about planned teen takeovers for this year's fireworks.

"They're planning to come over and shut the fireworks down," Hayes said. "We can't have that."

What the curfew covers

The temporary fireworks curfew supersedes Detroit's regular juvenile curfew. The regular curfew runs from 10 p.m. to 6 a.m. for juveniles 15 and under, and from 11 p.m. to 6 a.m. for those aged 16 and 17.

The expanded curfew applies to a defined area around the riverfront. The boundaries include:

  • The Detroit River
  • Third Street
  • The Lodge Freeway (M-10)
  • The Fisher Freeway (Interstate 75)
  • Gratiot Avenue
  • Vernor Highway
  • Chene Street
  • Atwater Street
  • The Aretha Franklin Amphitheater

A city searching for alternatives

Mayor Mary Sheffield recently announced an initiative called Occupy the Summer. The program extends recreation center hours during the summer. It includes activities like midnight basketball and mentorship connections.

"As parents we have to know where our kids are," Tracey Clark said. "We have to do better parenting because why are our kids out here with guns."

The curfew vote comes as Detroit tries to balance public safety with the reality that hundreds of thousands of residents and visitors will gather downtown for the fireworks this Monday night.
